What is Smart DCR?

OBPAS or Online Building Plan Approval System is a platform to sanction all building plan cases that fall under the West Bengal Municipal Building Rules. Smart DCR is a web application used by WBOBPAS to facilitate the online sanction process. This application handles the entire process of document submission and automated checking of drawings.

Recently, sanction for the West Bengal Industrial Infrastructure Development Corporation (WBIIDC), the West Bengal Industrial Development Corporation Limited (WBIDC), the West Bengal Electronics Industry Development Corporation Limited (WBEIDC), and the West Bengal Small Industries Development Corporation Limited (WBSIDCL) has also been started through OBPAS Smart DCR system.

Process of online sanction on OBPAS

The process of online sanction comprises of three broad steps. At first there is the clients application, where all the building details are submitted. All the scan copy documents will be uploaded here. All the consultants will also be engaged in this step.

In the second step, which can also be done alongside the first step is to register the consultants at the respective ULBs if not done already. Every consultant namely the Architect/LBS, the Structural Engineer, the Structural Reviewer (if required) and the Geotechnical Engineer (If required) should be registered to that particular ULB to submit the file online on the OBPAS portal.

The third step is to add the Smart DCR layers the drawing and submit it through the Architects portal on OBPAS. All other consultants need to upload their respective drawings (if any) and approve the architect's submission.
